I would listen to any other suggestions on this forum, but before I did anything as drastic as removing hardware from the mast I would try two similar techniques:
1) Stand the mast vertical and from some high point e.g. a sailing club balcony, try and feed the halyard down through the mast using its own weight and once at the bottom of the mast try and pull the halyard out using a bent paperclip or similar.
2) using a very light line such as whipping twine weighted with a needle do similar to 1) above and then pull the halyard back through the mast after tieing it to the whipping twine.
I seem to remember having some success using method 2) above.
